SIR: I have the honor to inclose herewith a letter from the Chief of Engineers, dated June 15, 1898, together with a copy of a report from Lieut. Col. W. H. H. Benyaurd, Corps of Engineers, dated June 3, 1898, submitting plan and estimates for the improvement of Hillsboro Bay, Florida, made in compliance with the provisions of joint resolution of Congress approved May 7, 1898. SIR: By the provisions of joint resolution of Congress approved May 7, 1898, the Secretary of War is authorized and directed to submit plans and estimates for the improvement of Hillsboro Bay, Florida, from its confluence with Tampa Bay, through Hillsboro Bay and River, to the city of Tampa, and he is requested to report to Congress whether or not it is advisable for the Government to undertake said improvement. The duty of preparing the plan and estimates called for by the reso- lution was assigned to Lieut. Col. W. H. H. Benyaurd, Corps of Engi- neers, the local officer at St. Augustine, Fla., and I have now the honor to present a copy of his report, dated June 3, 1898, with map, submitted under the instructions from this office.
